To block Telegram Messenger (1) Enable all Telegram Messenger application control signatures (IM Category); (2) Enable "Encrypted Key Exchange -- TCP Random Encryption(Skype,UltraSurf,Emule)" (SID 5) (PROXY-ACCESS); (3) Enable "Non-SSL traffic over SSL port -- Traffic Anomaly Detection" (SID 6) (PROXY-ACCESS).
